Summary of the House Committee Version of the Bill

SB 380 -- URBAN PUBLIC LIBRARY DISTRICTS

SPONSOR: Wheeler (Cunningham, 86)

COMMITTEE ACTION: Voted "do pass by consent" by the Special
Committee on Urban Issues by a vote of 11 to 0.

This bill removes the requirement that the chief executive and
administrative officer of an urban public library district be a
duly qualified graduate librarian.

FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS: Supporters say that librarians may not have the
necessary skills to be an administrator and that this should be a
local issue.

Testifying for the bill were Senator Wheeler; and Kansas City
Library Board.

OPPONENTS: There was no opposition voiced to the committee.
